The City of Pharr has established a new ordinance banning temporary vendors from the city’s streets without a permit. Fruit vendors are most common as well as the seasonal stands that can be seen in empty lots during peak holiday seasons offering gift, food and floral baskets. In order to sell these items, the seller must be in an established facility and have sought a certificate of occupancy from the city. City officials say this was a long awaited ordinance. They had received many complaints from local businesses and say it was time to do something about it once and for all.
