Former Hidalgo County Elections Administrator, Teresa Navarro, could be making a deal to put the high profile theft case behind her once and for all. Prosecutors have offered Navarro a deal. They agreed to drop the 12 charges against her in exchange for a class b misdemeanor charge and restitution for the money that was allegedly stolen through the use of county credit cards. Navarro
