The charges stem from the accidental shooting death of his 18-year-old cousin.
At the Darrel B. Hester Juvenile Justice Center today, the alleged 13-year-old gunman recalled the day he shot his cousin, Ricardo Ramos, in the head.
According to the investigators, the boy says he did not know the rifle was loaded, the family says it was an accident and there are no hard feelings.
