5 Suspects Detained in Connection to McAllen Fatal Hit-and-Run

Luis Felipe Garza, 20-years-old, and Rosaura Lozano, 19-years-old, face manslaughter charges. The remaining three Herlinda Garcia-Rios, 27, Ignacio Cortes, 19, and Benito Arriaga, 20, face lesser charges, including failure to report a felony.
Authorities say all are believed to be involved in a hit-and-run on Sunday near the 2400 block of Expressway 83. Julio Cesar Lacayo, 20-years-old, was standing on the shoulder when he was hit and killed on site. The case remains under investigation.
